Returns a IPolySettingsService targeting the calls to the local com.poly.polyos.room.DeviceType

Returns the same instance if called from PRIMARY.

If called from CONTROLLER, the returned instance targets calls to CONTROLLER.

By Default all calls are targeted to PRIMARY.
